The City of North Port has witnessed tremendous change in the last few years.  What was once a platted community consisting mainly of a small population of retirees has begun to blossom into a vibrant, diverse, and growing community. 

In a City, and region, that is witnessing rapid change, it is important that the City have a document to guide future growth and redevelopment.  This state-mandated document is the Comprehensive Plan.  The current comprehensive plan had its last major update in November 1997. The Comprehensive Plan currently includes twelve state mandated elements (chapters), as well as an introductory section termed the “Planning Framework”. 

To remain relevant and to comply with state mandates, the Comprehensive Plan must be evaluated or assessed every seven years. The result of this assessment is a document entitled “The Evaluation and Appraisal Report” or E.A.R. The E.A.R. is developed with extensive public involvement and discussions amongst City leaders, staff, and federal and state agencies. When completed, it represents the basis for updating the comprehensive plan. Unlike previous EAR’s, the state-mandated focus for this EAR is upon major policy issues and not the typical day-to-day matters that normally come to City government for attention.

The North Port EAR must be submitted to the Florida Department of Community Affairs (DCA) for review by October 1, 2005.

GROWTH COMMITTEE

From City Commission Retreat, Joint Strategic Planning and Goal Setting, for Staff and the City Commission the Growth Committee was formed.  During the Retreat the Commission identified three major issues that need to be addressed and resolved, growth management being one of the three.  The purpose of the committee is to analyze the impacts of growth on the City’s quality of life including the levels of service provided by the City and the consequences on City revenues.  The result of the committee’s work will be a report, which is due May 1st.  This report will be submitted to the Commission, advisory boards and committees and the Comprehensive Plan update Citizen Advisory Committees.  Input from the various boards and committees concerning the report and the growth management issue will be incorporated in the visioning process of the Comprehensive Plan update.
