The Human Resources/Risk Management Division oversees policies, including recruitment, employee services, labor relations, risk/insurance/workers comp, safety/loss functions, benefits administration, classification and compensation.

Three unions represent the bargaining unit employees:  Police Benevolent Association (PBA), International Firefighters Association (IAFF), American Federation of State, County Municipal Employees (AFSCME).
